Counted by field in cycle count

We are on JDE 9.2. I have a user request to make the Counted by field in the enter cycle count application cause a hard error if the information is left blank. This is in an effort to track the user at each step of the cycle count process. Does anyone know of any enhancements or bug fixes that might be out there that would facilitate this? My developer would prefer not to customize and have to retrofit at each upgrade.
