I want to know if we can make a substitue itme for all the time for a specifind ingredient

As I know that we can make a substitution list for a specific ingredient for selective range date and at this date the system will consider the substitute ingredient instead of the primary ingredient, but what I need is to have a substitute ingredient and if have shortage for the primary ingredient the system automatically will use the substitute ingredient.

Example:

Needed quantity= 10

Primary Ingredient on hand=7

Substitute On hand= 5

Expected Action: System will use 7 of the primary and 3 from the substitute.

so is the above case applicable?
