No shipping records created for Internal Sales order lines

Hi Experts,

We are finding one new issue in our 12.2.5 instance. Some of the internal sales order lines don't have any corresponding records in shipping tables. The inventory data is all correct. reservation exists, on hand exists and LPNs are in 'loaded to dock' context. Can you pls let us know what could be the probable cause and suitable solution if any.
