'No Eligible Expenditure or Events'

I am using Distribution Rule Work/Event, I have enabled Customer at Top Tasks at Top Tasks option at Project Level, Expenditure items are Billable , I have created the Event manually, when I ran the PRC Generate Draft Invoice program, it's not generating the Invoice, giving Rejection 'No Eligible Expenditure or Events'

please advise
