Do database patches upgrade APEX or ORDS?

In each Critical Patch Update (CPU) Program Month YYYY Patch Availability Document (PAD) it mentions minimum product requirements for Oracle REST Data Sources (ORDS) and Oracle Application Express (APEX).

When the RU or RUR is installed, does it upgrade the ORDS or APEX version to the minimum product requirement listed? Or does the RU or RUR not upgrade ORDS or APEX unless they are upgraded through the files from the separate installation files from the APEX and ORDS websites?

If it is the latter, do APEX and ORDS have to be upgraded to the minimum product version before or at the same time as the RU or RUR?
