Onboarding - how to manage uploading documents for multiple countries within the same template?

I have created one onboarding template per geography: Latin America, Asia etc. The countries within these geographies use different onboarding documents that need acknowledgement/uploads. I have looked at document groups but they don't seem to be the solution to this problem. I am trying to avoid creating a template for every country. Is there a way to set up multiple countries with one template to meet the individual country's documents requirements?

As an example:

Brazil - acknowledge and upload doc#1

Chile - acknowledge doc#1 only

Argentina - upload doc #2
