ORA-00054: resource busy after upgrade to 19.9

Hi,

Oracle Linux 7, x64

Upgraded without any issues from 12.2.0.1 to 19.9. After this we are experiences

 ORA-00054: resource busy and acquire with NOWAIT specified or timeout expired

when

"execute immediate 'truncate table <used table name>';"

on tables (fairly) recently written to.

We did not experience this before the upgrade.

Any ideas?
