FRM-93657: Forms Runtime process <x> is terminating due to exception c06d007e

WebLogic Server 12.2.1.3.0

After some month of inactivity my development WebLogic server had some problems restarting. First was the port 9001 being occupied by another process now, which collided with the WLS_FORMS server. After fixing that (moving WLS_FORMS to 10001) we encountered the above problem.

Also stopping the new service on port 9001 and moving WLS_FORMS back from 10001 to 9001 didn't change anything.

The error occurs with every start of any form available: A (formerly) collapsed window appears showing this error message:
