creating a tenable credentialed db scanning userid

I want to create a restricted db userid for tenable to scan my database.  

I would like this userid to NOT have update or execute privs but read only/select privs on the entire db.  

Creating a custom role seems like the best way to start. What granted roles, system privileges might be needed.

Has anyone cracked this?  

Looking for info on 12c/18c/19c.
