Charging departments $0 for warehouse inventory items

We are a K-12 school district. We have recently added PPE items to our warehouse - masks, hand sanitizer, etc. The items were added, then the quantity on hand and the price were added thru an adjustment. Now we don't want to charge our schools' budgets for these items. So while we paid $20 for a gallon of hand sanitizer, we want the school to pay $0, not the $20 that is setup, but we need our inventory value to go down by $20.

What can we change to charge $0 for these warehouse items?
