CI mandates a field to be Required - Not the Component

Navigation : Project Costing > Project Definitions > General Information

The Component PROJECT_GENERAL (above navigation) is not mandating PROJECT_MANAGER field of record PROJECT_MGR when changed via front end. We tried modifying the Description highlighted in the below screenshot.

When the same is updated via Component Interface PROJECT_GENERAL, it mandates the PROJECT_MANAGER value and the CI is failing to save. Is this something that is an issue and we need to work with Oracle as part of service request ?
