RU and RUR

Hi,


What is the difference between Oracle Database Release Updates (RU) and Release Update Revisions (RUR).

This article seems not visible for public: MOS Note: 2275525.1 – FAQ for RU and RUR


RU will include functional and optimizer fixes.

RUR's will include functional/optimizer and security fixes all combined..?


Since all PSU/RU/RUR's are cumulative is it fine only to apply RUR's without needing to apply RU(quaterly) and what is the frequency of RUR releases.
