Can you install ORDIM Multimedia component on 19c

i didnt think you could install Multimedia component on 19c but a vendor i work with did so and its valid. I need to know how to install this component because currently my ORDSYS schema is bare and his is populated.

and also he is trying to tell me you can export/import but i find you cannot export/import ORDSYS because it contains dictionary metadata.

How did he get ORDIM and how do i get it?
