Remote agents do not get the load balancer repository URL after upgrade

I have upgraded OEM to 13.4 and now upgrading the remote agents via Upgrade Agent Tool. We have a multi-oms with 4 nodes. If the upgrade is performed by one of the OMS's other than the Primary OMS, the agent loses the F5 Repository URL and just has the OMS URL that it was upgraded from. Easy to fix, but I'm wondering what is missing from my other OMS's that it's not passing the Load Balancer URL while upgrading.
