Why Ending or Cancelling a Promotion Component Detail Record not removing Old End_Date row from RFR?

Ending or Cancelling a Promotion Component Detail Record doesn't remove the row against the old end_date. It inserts a new row with new end_date (which is equal to rpm_promo_dtl.end_date + 1 sec).

Keeping the old record is contributing to increase in RFR volume.
