My IP address rejected by OCI so I can't open oracle EBS webpage for the first time

Hello,

I Finished my EBS Demo 12.2.8 installation, I followed step by step how to Install Oracle EBS on Cloud. But When I Open my oracle EBS webpage I got Error, Can't reach this page. I looked at Log file and I found out my IP address was Rejected. Please Kindly help me with the solution. I've been in this error for days looking for the solution by googling but no luck.
