How to enable Create button on Roles and Role Inheritance page

We are upgrading from R12.0.6 to R12.2.9

When we are querying any flexfield values or value sets, it is not showing any LOVs. As per Doc ID 201155.1 , in R12.2 we need to create roles for these functions. However, when I go to User Management-->Roles and Role Inheritance page, the "Create Role" button is disabled.

Please advise how to enable it
