Uninvoiced Receipt Report shows Closed POs

I am running the uninvoiced receipt report (CSTACREP) with the parameter: Include Closed POs = No.
I am still receiving Closed POs on the report.
I am attaching some examples. The first if from before the patch, the second two after the patch.
Also attaching the output from after the patch.  
I applied the Patch 19046073:R12.BOM.C which seemed relevant but it only made things worsse. -- more closed POs on the report
I want to understand why closed POs are showing up.  I will probably remove the patch since it did not help.
