R4981 (Freight Update) Not hitting Shipment/Sales Order

I am having an issue where my R4981 (Freight update) is returning a blank report out, but is not writing any messages to the WC, not updating order next status, and not updating shipment status. I have verified the Sales Order Status / Shipment Status required in dataselection/processing options is correct. Is anyone aware of any value on the F4211, F4215, F4941(or any other table) that would prevent an order from going through Freight update?

In a test environment I am able to generate a new SHPN for the same DOCO, approve shipment to the correct Freight Update shipment status, and then run freight update against the DOCO/SHPN without issue. Ultimately I can do this in the production environment, but I would like to understand further where my R4981 is failing.
