Build local repository for oracle-database-preinstall-19c

Hi, I am trying to install 19C for the first time. My environment doesn't have access to the internet. How do I build a local repository and run this package from there. I am using Solaris 11.4 X86-64.

Also I cannot find the oracle-database-preinstall packages for Oracle 19c
