HCM Benefits Enrollment - Submit button

During past Open Enrollment, some employees made elections but failed to submit those choices. Feedback indicates the employee did not know they needed to submit. The submit button is pinned to the Enrollment Summary section of the page, and visually lost as the user scrolls further down the card tiles page. 

Has anyone done customization to "freeze" or "pin" the Submit Enrollment button (e.g. to the top of the page) so it's always visible as the user scrolls through the card tiles page?
