Is it possible to avoid in EBS the installation of wallet in fusion ?

Running the installation of EBS 12.2.8, after installing the base (R12.2.0) I run the checkMTpatch to check the update patches for the MIddletier. Then, I bump into a patch for fusion-webtier that stands:

Patch 31304503 [IMPORTANT: Follow Note 2555355.1 before applying.]  - Filename: p31304503_111190_Linux-x86-64.zip

So, I following the note, it instructs to install a wallet for SSL. I would like to know if is possible to avoid this procedure.

Can I move on and get my R12.2.8 instance without the SSL installation ? If possible, should I just avoid the installation of the Patch 31304503 ?

Please advice.
