2 question format - Why ESS -> Personal Details -> Ethnic group fluid page is not getting saved?

We are on HCM 9.20 and Image 24 with PeopleTools 8.56.23. In our development instance, we have enabled the 2 question format for Ethnic Group selections in the installation table and bounced and cleared the app server and webserver cache. Our self service Personal Detais -> Ethnic Group - page is showing the new 2 Question format - page. When we tried to login as an employee and edit the information on 2 Question format page for both question 1 and question 2 and trying to save, page won't save and we are consistently getting the message on the page
