Time Admin for Inactive users after upgrading to HCM image 32

Recently completed an upgrade to HCM image 32. Prior to the upgrade, when a user's time reporter data is inactive, payroll is able to run time admin through the end of the pay period and all of the time entries are processed. For example, time reporter data is inactive as of 12/1 and payroll runs time admin through 12/15; all unprocessed time entries are processed. Post upgrade, when a user's time reporter data is inactive, payroll has to use the inactive date to run time admin. Using the same example, payroll has to run time admin through
