Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Installing Oracle Reports: Unable to find dependent featruesets

I am trying install Oracle Reports Developer on my local Windows 10 laptop. I have installed:

1) jre_1.8.0_271 64bit which is in my path

2) jdk_1.8.0_271 64 bit but it is not in my path

3) FMW Infrastructure 12.2.1.4.0

and I am trying to install Oracle Reports with:

Oracle Fusion Middleware 12c (12.2.1.0.0) Oracle Forms and Reports Installer.

Is is returning an error message:

Unable to find dependent featuresets for the selected installation type "Forms and Reports Deployment". Please select a valid installation type.
Select a different install type or provide a different Oracle Home having all dependencies. Check http://www.oracle.com/pls/topic/lookup?ctx=fmw122100&id=installhome
