my IE run slow after apply latest database psu on 12c

HI,

my database version :12.2

my goldengate version :12.3.0.1.4


I have two integrated extracts run very slowly after the database being patched and restarted.

We find a bug 30523538 on oracle 19c,

when extract recovery ,I can see Logminer Preparer run. (parallelism 1)

when extract recovery finish, Logminer Preparer idle again.(parallelism 1)

when parallelism set 4, revovery or processing data all slow.

I can see a lot of 'LogMiner builder: idle' and 'LogMiner preparer: idle'
