NO_RATE , Missing Cost Rate

Markup 20% percent is setup for an employee and I entered Timecard pre approved batch for contract project, the PRC: Distribute Labor cost is giving rejection reason NO_RATE , Missing Cost Rate , in the Org Labor costing rule , rate scheduled is attached , there is no Labor costing override rule setup for this employee , also at Tasks and Project level there is no Employee rate override is setups , still getting the same Error

any pointer on this issue? please advise , Thanks
