Setting up rules for getting notified for cpu host % utilization

We have a working OEM 13.4 in place for a system we inherited

We are notified / get emails for database events but we noticed we do not get alerts / emails for host cpu utilization % like every time the HOST CPU Utilization reach a threshold and we want to get notified via email

We want to have this on 2 of the hosts where our databases runs

In order to fulfill that requirement, here is what we think we need to do 

Create an incident rule --> Setup - Incident - Incident Rules

Create Rule Set

Name of the Rule --> DB HOST_CPU_Rule
