Single shipment for multiple transportation modes by using multi stop

We have requirement to have single shipment for multiple transportation modes (Truck, AIR or Ocean) as we have arbitrary rates. Here enclosed the detailed business requirement

  1. Rates needs to be created from Source A to Destination D using B and C as Port
  2. Single shipment needed by using multi-stop instead of multi-leg.
  3. Need to maintain One Primary Normal Rate record between the Port B and C and add the Costs from A to B and C to D as arbitrary costs.
  4. Arbitrary costs need to be added to the Rate Record Special Service and this related special service needs to be linked to Rate Offering lane special to get the Source & Destination lane details.
