Upgrade from OEM13r2 to 13r4 still fails prereq for adaptive features after applying DocID 2635383.1

Upgrading from OEM13r2 to 13r4 on RHEL7 with an Oracle 12.2 database and still get the "Check if all adaptive features Parameters are unset" with the recommendation of "all adaptive features parameters should be unset for improved SQL performance" after doing what is suggested in DOC ID 2635383.1.

According to 13.4: Installing/Upgrading OMS to 13.4 Fails With Error: Check if all adaptive features parameters are unset (Doc ID 2635383.1)" I needed to do the following for my 12.2 database and I did it and restarted the database and restarted the installer but I still get the prereq fail and can't go forward with upgrade.
