Performance issue in Global Temporary Table in query

We are migrating a Oracle 11G to 19C, and found a query with Global Temporary Table in it has major performance issue. It performs well in 11G. It's said that Bug 30759170 is related to it but can't find detail. Any ideas to resolve the issue.
