ORA-30683: failure establishing connection to debugger

Hi,

We are using "Microsoft Remote Desktop Session Host" for providing "SQL Developer" to our support users. But while they try to debug a procedure, the following error appears.

ORA-30683: failure establishing connection to debugger

ORA-12535: TNS: operation timed out

ORA-06512: at "SYS.DBMS_DEBUG_JDWP", line 68

ORA-06512: at line 1


We are suspecting this is caused by network firewall. Any idea what can we do to solve this problem?

Network port allowed on firewall as following

Session Host server to Database server ==> Port 1521

Database Server to Session Host server ==> Port Any

Database Version: 11.2.0.4

SQL Developer Version: 19.2.1.247

Microsoft Remote Desktop Session Host: Windows Server 2016
