Unable to launch Server Manager 9.2.5.1 setup

Hi All,

I downloaded Server Manager TR 9.2.5.1 disk1 from update center, which was only one par file available to download so i unzipped it at deployment server but nothing is happening while launching setup file, i also tried from command prompt using below command but no luck.

install>setup.exe -jreLoc "c:\Program Files\Java\jre1.8.0_271" (this is 64 bit Java)

JDE E1 9.2.5.1 on Windows 2019 platform
