Why did the 2021 Federal Tax Rates - 9.2 Patch change?

The patch was released for the Legislative Changes: Federal Income Tax Rates 32259330; it is no longer available and has been released now under Patch 32085636 which now shows as status code 90 as approved. This new patch is not available for download. What is going on with this patch and when will it be fully released?

Follow up comment: We have figured out what was happening. The original patch was posted for release and had only the federal tax table. The 2nd patch included both the federal patch and other state/local changes. It was confusing that the Federal patch was released by itself and then again combined.
