patched R12.1.3 to 19c and now having an issue launching app

in Install, Upgrade, Clone, Patch - EBS (MOSC) 7 commentsAnswered ✓

12.1.3 on premise environment running on RHEL 5.7 - separate db and app tiers.

New issue for me after running through the process to go to 19c database. I am all done and I go to login via the app tier and I am seeing this:

Exception Details.

 oracle.apps.fnd.framework.OAException: java.lang.NullPointerException

at oracle.apps.fnd.framework.OAException.wrapperException(OAException.java:912)

at oracle.apps.fnd.framework.webui.OAWebBeanHelper.processRequest(OAWebBeanHelper.java:636)


I did some searching and found Doc ID 2044048.1 which seems to match my issue and eventually talks about patch 22284589 (due to superseded patches but this is still as 2016 patch and when I go to check it has been applied).
