Create custom validation in iProcurement Page

in Procurement - EBS (MOSC) Question

Hi,

I wonder if I could create a custom validation in NonCatalog Request page in iProcurement through Personalization, such that it will check against the current requisition line number is equal to 1 and the category code is a specific value (e.g. D10000), then not allow user to proceed when "Add to Cart" button is clicked ?
