User with this responsibility cannot raise PR on catalog.

Oracle EBS 12.1.3 iProcurement.

The user will get error "Row 1 Error - Error: You are not allowed to create Catalog and Noncatalog in a single Purchase Request (PR). Please delete either all the catalog OR all the noncatalog lines: Catalog Line: 1 2 NonCatalog Lines: 123".


Below picture they just try to add same item to check the error. This is Catalog item. Can anyone help to give solution or checklist what need to check? We already tried to compare responsibility given with other that can raise PR without problem. I think the only different is the OU. Thanks
