messages in in running mode in mediator and not calling BPEL

Hi Team,

we have a composite which contains the mediator followed by bpel.Mediator has resequencing functionality.The code working in lower environments and production as well. But in PPE it is going into the running mode at mediator level and it is not moving to bpel at all.

soa : 11g version
