TN search not working (Custom WS) after enabling security filter.

As per support article: https://support.oracle.com/epmos/faces/DocContentDisplay?id=2620863.1

The userEnvironment must be initialized before doing the search. In our case, that's also enabled. We are not getting any error as such but search results are not coming. We are using uim super user in the WS authentication.

Is it a product bug? As a workaround we can disable the filter in TN search criteria but that would make the search bring the results for all users. The user wise partitioning on TN spec wont work.
