EM 13.4 after silent installation plugins management page is empty "No plug-ins found"

Hi There,

I have an issue with a new build of Enterprise Manager 13.4 version. After installation and configuration everything works fine but plugins, only the deployed plugins during installation are the ones working but I cannot deploy any new plugin. Even, the plug-ins page in the console is empty, it says "No plug-ins found", so there is no way to deploy new plugins through the console. The emcli tool shows some plug-ins, but when I try to deploy a new plugin deployment fails.

In fact, we built two environments one for testing and the other one will be our new PROD environment, one of them works perfectly fine without issues, but the one that I was planning to release as PROD is the one with the issue. I followed the same steps for both deployments and reviewed the installation & configuration logs, no differences were found.
