12.2.6 OAB - issue in 2017, how to end-date plan showing enrollments
In 2017 we had an issue with OE where staff was unable to de-enroll employees from one benefit plan, so HR staff had me run a mass update to end-date the related element entries. That was okay on the Payroll side, but in OAB, it still thinks those staff are enrolled while there is no longer a link to element entries (or the link was messed up to begin with causing de-enrollment not to work).
Now, staff wants to re-enroll those employees back into this benefit plan and it is throwing errors (as it thinks they are already enrolled and cannot link to any existing element entry, I think).
