Permission Level required for SOA Bulk Recovery

We are having resource issues in our Production 12.2.1.4 SOA Suite system and are throwing a couple hundred recoverable errors every day. Successfully using the Error Hospital Bulk Recovery to restart the BPM components. But we would rather have our System Admins fixing the issues than recovering instances. The question is what is the minimum permissions that have to be given to a user so they can do the Recover functionality? Is this kind of stuff listed anywhere?
