Unable to startup database using either srvctl or sqlplus

Oracle Database Enterprise Edition version 12.1.0.2

We have upgraded the ASM to the version 19:

[oracle@brux1351 +ASM /oracle/GRID/19.0.0/log/brux1351/crsd]$ asmcmd showversion

ASM version     : 19.8.0.0.0

Before upgrade the database from 12.1.0.2 to 19c, we faced the error below to startup database;

[oracle@brux1351 SOD /oracle/GRID/19.0.0/log/brux1351/crsd]$ srvctl start database -db sod

PRCR-1079 : Failed to start resource ora.sod.db

CRS-5017: The resource action "ora.sod.db start" encountered the following error:

ORA-01078: failure in processing system parameters

ORA-01565: error in identifying file '+SOD_DATA/SOD/spfileSOD.ora'

ORA-17503: ksfdopn:10 Failed to open file +SOD_DATA/SOD/spfileSOD.ora
