The 19c JET version of OEM express missing Admin Functions

I've have currently been updating our 12c database servers to 19c. We have only a single instance database.

When launching OEM Express on the new database, I see only the monitoring functions, not the Administration functions (Storage, Security, etc) on the current JET version. This tool is the primary method we use to build Tablespaces and users and roles. I have been able to use the emx Flash version thus far to perform these actions.

Are the Admin functions somewhere on the JET version I cannot see? Will they be added soon?

I'm still new in the DBA role and losing this tool is a major impact to what I need to do.
