Leave approval (P076311) does not write to F06116Z1 table any idea why?

we just upgraded JDE to tools 9.2.4.4 and app 9.2.4.3. We are currently in the middle of the upgrade so Production is not upgraded yet. While testing global leave noticed that when a leave entered thru app P07620 is approved via P076311, it does not write to table F06116Z1.

I have compared setup, and also checked P07600 application which is where it is determine to write to F06116Z1. Everything looks correct, see print screen below, for P07600 setup. This works in our current production and PY envr. (not upgraded yet) and i cant determine what the issue is,

I have opened a call with oracle, but just wanted to see if any one has any idea why this would happen?
