Ability to exclude certain order types in a Pick Release Rule

We have several hundreds of order types. We have created few pick release rules based on order type, but we can have a release rule for every order type. SO in the end we run the release rule that is not specific to an order type. We wish to exclude certain order types from the All release rule. The reasons are some order types require to be picked from certain sub-inventory only etc. Is there a custom hook in the pick release process.

We thought about using shipping priority. Every order will have some generic shipping priority say STD. And those exception order types will have say another priority SPECIAL etc. And then we pick release rules based on Priority. But the workaround was not accepted.
