Not able to Enable Workplan cost and Assign Resources to Tasks

while Plan setting I am not able to Enable Workplan cost check box and getting Error

Please advise which step is missing?

also I am not able to Assign Resource to a Task

I have selected Task and Options  and under selected Task Details with Workplan Attributes, but not able to see any option to add assign Resources to a Task, please confirm I am using the correct page ?? what's the exact steps to assign resource to task

please assist on this issues, Thanks
