Problem P6 EPPM R17.12 Setup creating PMBD with dbsetup fails

Hello ,

while i am running dbsetup I am facing can anyone please help me how to resolve this issue "Error in Set the administrative user name and password: InvocationTargetException (java.lang.reflect.InvocationTargetException"


Oracle DB 19.3C

P6 EPPM 17.12.


I tried to run dbsetup with or without sample data but it's not working. even I try (Doc ID 1512119.1) this solution it's also not working.
