FRM 92101 There was a failure in Forms Server During startup R12.2.9

I'm getting "FRM 92101" for newly migrated test instance from Linux 6 to Linux 7.

All the pre-req RPM's are already installed. including openmotif which all the MOS doc's and blogs mentions.

Kindly help in this case.
