Fee Rate schedule not picking up the rate

for Contract Project I have setup Fee Rate schedule for an Expenditure category Labor Exp and setup 15% as fee rate and attached the automatic Fee Event Type : AWARD_BILLING

At project level, Billing setup, I have enabled the option 'Cost Plus Fixed Fee' and attached the Fee Rate schedule

I am using Billing Distribution rule 'Work/Event'

I have distributed the Labor cost, ran the draft revenue & Invoice program but system is not picking up the 15% rate schedule setup

No automatic events are created

Please assist if any setups steps or process is missing
